Financial Allocation Study for Texas (FAST)
The original FAST study originated in 2009 when the 81st Texas Legislature directed the Texas Comptroller of Public Accounts to “identify school districts and campuses that use resource allocation practices that contribute to high academic achievement and cost-effective operations.” Former comptroller, Susan Combs, and her team developed FAST to meet that challenge. After the initial study, the methodology continued to evolve and an updated FAST Methodology report was issued in 2014.
